A friend who works in tech infrastructure once told me something that stuck.

"The data centre doesn't go where the people are," he said.

"The people go where the data centre is."

At the time, I didn't think much of it.

Then, in January 2026, a New York-based digital infrastructure firm announced a reported $10 billion hyperscale data center in a planned city in Gujarat that many people still call "upcoming."

That conversation came rushing back.

Who Is Tillman Global, Exactly?

Before we talk about what this announcement means, it helps to know who is making it.

Tillman Global Holdings is a New York-headquartered digital infrastructure firm founded by Sanjiv Ahuja.

The company builds and invests in best-in-class businesses across fiber networks, small cells, cell towers, and indoor connectivity systems.

According to the company's own website, TGH has deployed over $7 billion in capital since inception, developed over 10,000 towers, and operates in more than 20 countries.

This is not a startup chasing headlines.

Tillman Global takes an owner-operator approach to investing in platforms globally.

Meaning when they commit capital, they intend to build and run the asset themselves.

That distinction matters enormously when evaluating announcements like this one.

A $10 Billion Number in Context

Let's be precise about what is known and what is not.

According to published reports, Tillman Global Holdings announced on January 26, 2026, plans for a $10 billion hyperscale data center in Dholera SIR.

The proposed investment is reported to support a 1 GW digital complex and is expected to create over 1,000 high-tech jobs.

Ten billion dollars is not a rounding error.

A commitment of that scale even at the announcement stage does not happen after a weekend of research.

It follows years of location analysis, power grid assessments, policy evaluation, and due diligence.

Data center companies are, by nature, obsessive about location.

Why Location Is Everything for a Hyperscale Data Centre

A hyperscale data center is not a warehouse with servers.

It is a precision machine that demands specific conditions:

reliable and abundant power, stable land, low latency connectivity, proximity to fiber networks, and long-term policy certainty.

Dholera, industry observers note, has been assembling these conditions methodically.

The operational Ahmedabad-Dholera Expressway reduced the Dholera-to-Ahmedabad travel time to approximately 45 minutes.

A Dholera International Airport is simultaneously in advanced stages of development.

On the power side, the Dholera Solar Park, one of the largest renewable energy projects in India, sits adjacent to the city.

A hyperscale data centre needs abundant, stable power, low-latency connectivity, proximity to fiber, and policy certainty that holds for decades, not just news cycles.

Dholera has been building toward exactly that. The Ahmedabad-Dholera Expressway is already operational, cutting travel time between the two to roughly 45* minutes. A dedicated international airport is progressing through development. On the power side, the Dholera Solar Park, among India's largest renewable energy projects, sits right next to the city.

That's the backdrop that makes a location like Expressway Retreat Dholera worth a second look. Proximity to that same expressway corridor isn't incidental, it's the same infrastructure spine that global operators are betting billions on.

If You're Holding Land Here...

For anyone holding a plot at Dharohar Estate Akru, or evaluating something like Expressway Retreat Dholera, this shift matters because Dholera is moving from planned infrastructure to infrastructure that's actively under construction. That doesn't guarantee outcomes for any individual plot, and no land investment should be evaluated on announcements alone. It does mean the region's fundamentals are being tested by parties with far more due diligence resources than most individual buyers have access to.

The story of Dholera has been about potential for years. What's changing now is that a growing list of serious operators are putting real capital behind that potential, and that's worth factoring into how you evaluate land here.
