Under this Act, Dholera gets its own planning authority, its own infrastructure mandate, and its own regulatory structure, separate from standard municipal or panchayat systems.
This protects the project from the usual churn of local governance; changes in municipal leadership, land revenue disputes, and zoning conflicts.
The operational arm is DICDL (Dholera Industrial City Development Ltd.), a joint venture between the Government of India and the Government of Gujarat.
DICDL handles master planning, infrastructure tendering, utility rollout, and coordination with the DMIC Trust. It functions as a project authority with a defined mandate, not a committee with rotating responsibility.
What the Budget Allocations Signal
The Gujarat State Budget has consistently allocated funds toward Dholera's trunk infrastructure, the foundational layer of roads, drainage, water supply, power, and sewage that everything else depends on. The largest confirmed industrial commitment is from Tata Electronics, which has announced approximately ₹91,000 crore to set up a semiconductor fabrication facility in Dholera. Semiconductor manufacturing requires a highly stable power supply, precise environmental controls, and reliable logistics. The decision to locate here reflects the actual state of the site's infrastructure readiness. And to back those necessities up, companies like Torrent & ReNew are also setting up base.
Additionally, a data center MoU with L&T Vyoma worth ₹25,000 crore has been signed, positioning Dholera as a node for digital infrastructure alongside physical manufacturing.
Semiconductor fabs and data centers are capital-intensive, long-duration assets. Once construction begins, the infrastructure requirements pull in supply chains, utilities, and support services organically.
The Broader Development Picture
Real estate activity in Dholera has recorded around 10x growth over the past decade, a direct reflection of infrastructure delivery and industrial commitment building over time.
The Activation Area is operational. The expressway is running. DICDL continues to issue tenders for internal road networks, utility connections, and plot development.
