Established under Gujarat's Special Investment Region (SIR) Act, 2009, Dholera is the first greenfield smart city with its own governance structure.

The Dholera Industrial City Development Ltd. (DICDL) functions as a special purpose vehicle backed by both the Government of India and the Government of Gujarat.

That dual-government SPV structure is rare, and it matters: it removes the single-point-failure (SPOF) risk that has stopped many state-sponsored projects.

Unplanned markets appreciate through demand spillover. Planned markets like Dholera appreciate through execution of milestones, and every milestone here is government-backed.

2. The Dholera International Airport is under active construction, connecting the region globally, and is scheduled to be fully constructed by the end of 2026.

3. A dedicated expressway link to Ahmedabad (Ahmedabad - Dholera Expressway) shortens the travel time from Ahmedabad to Dholera to under 45 minutes, already in place.

4. Rail and port connectivity are mapped into the DMIC master plan.

The infrastructure brings attention from the industrial giants, which creates real demand.

Industrial Anchors: Creating Real Demand

Land value without industrial demand is just a promise. Dholera is moving past promises and moving with productive capital allocation at scale.

The headline investment is Tata Electronics' semiconductor plant, a ~₹91,000 Cr commitment that will anchor an entire chip ecosystem.

Semiconductors don't operate in isolation; they require support industries, logistics, talent (job creation), housing, and services. One anchor of this size generates exponential downstream demand.

Along with it, data center investments of approximately ₹25,000 Cr have been announced (MoUs have been signed with L&T Vyoma).

The industrial anchors naturally lead to land price appreciation.

A decade ago, land in and around Dholera SIR was priced at just hundreds of rupees per sq. yard. Today, it has been appreciated up to 10x. Here's the key factors right now:
